      <title>Availability and Use of Offline Electronic Resources for Effective Information Service Delivery in Public University Libraries in North-East, Nigeria</title>

Abstract: This study examined the availability and use of offline electronic resources for effective&#xD;
information service delivery in public university libraries in North-east Nigeria. The study&#xD;
was guided by three 3 specific objectives. A survey research design was adopted, involving a&#xD;
population of 187 academic librarians and heads of e-libraries across 13 public university&#xD;
libraries. A purposive sample of 120 participants was drawn from six institutions and data&#xD;
were collected using questionnaires and an observation checklist. Descriptive statistics,&#xD;
including frequency counts, percentages, means, and standard deviations, were used for&#xD;
analysis. Findings revealed that key information services such as Current Awareness&#xD;
Services, literature search services, document delivery, reference services, circulation,&#xD;
Selective Dissemination of Information, user education, and photocopying are available&#xD;
across all surveyed libraries. The study further established that offline electronic resources&#xD;
including e-books, e-journals, databases, e-articles, and theses/dissertations are widely&#xD;
available, although resources such as e-newspapers show limited availability. Analysis of&#xD;
utilisation levels showed high use of offline e-books e-journals databases and e-articles&#xD;
respectively. Conversely, offline e-theses/dissertations, e-newspapers, and CD-ROM/DVDbased materials recorded low levels of use. The study concludes that offline electronic&#xD;
resources remain essential for sustaining uninterrupted information service delivery in the&#xD;
region’s public university libraries. It recommended that public university libraries should&#xD;
expand their existing range of information services, increase the quantity and variety of&#xD;
offline electronic resources, develop comprehensive training programs to increase the usage&#xD;
and awareness of offline electronic resources.</description>

Abstract: This study explores how librarians can be empowered with artificial intelligence (AI) skills and competencies to effectively operate in libraries within the Fifth Industrial Revolution (5IR).&#xD;
The specific objectives were to assess the current level of AI competencies among librarians, identify specific AI skills required for emerging technologies, and explore challenges in acquiring and applying these skills. Adopting a qualitative approach, the study employed a systematic literature review of&#xD;
30 peer-reviewed articles published between 2020 and 2025 across Google Scholar, Springer, and Emerald databases. Findings reveal that while librarians show basic awareness of&#xD;
AI, significant gaps remain in advanced competencies and practical application. Key challenges include limited institutional support, training opportunities, and ethical concerns. The study concludes that upskilling librarians is vital to ensure equitable, innovative, and inclusive library services. It recommends institutional investments in training, curriculum reforms, and national policies to support inclusive AI literacy in librarianship.

Abstract: The integration of artificial intelligence (AI) into library operations has become increasingly&#xD;
important, yet its perceived role in academic libraries in Kwara State, Nigeria, remains&#xD;
underexplored. This study examined the perceived role of AI in cataloguing, its influence on book&#xD;
indexing, and its contribution to abstracting processes in tertiary educational institutions. A&#xD;
descriptive survey research design was adopted. The population comprised library staff and&#xD;
library students from eight public tertiary institutions (excluding the monotechnic), from which&#xD;
200 respondents (25 staff and 175 students) were selected using purposive sampling technique.&#xD;
Data were collected through a structured questionnaire whose validity and reliability were&#xD;
established prior to administration. Descriptive statistics (frequency counts and percentages) were&#xD;
used to address the research objectives, while the chi-square test was employed to test the&#xD;
corresponding hypotheses at the 0.05 level of significance. The findings revealed that a majority&#xD;
of respondents perceived AI as enhancing cataloguing efficiency, improving indexing accuracy,&#xD;
and facilitating abstracting processes. Inferential analysis indicated statistically significant&#xD;
relationships between AI utilization and cataloguing (χ² = 12.96, p &lt; .05), indexing (χ² = 19.36, p&#xD;
&lt; .05), and abstracting (χ² = 10.24, p &lt; .05). The study concludes that AI has a significant positive&#xD;
influence on library functions and recommends increased funding and strategic adoption of AI&#xD;
technologies in academic libraries.</description>

Abstract: This study investigated the management and use of legal deposit materials on users support services in State branches of National Library of Nigeria in North-central. Three research questions guided the study in line with the research objectives. The study adopted descriptive survey research design. The study population comprised two hundred and fifty-two (252) respondents, one hundred and six (106) staff of legal deposit department and 146 users across the eight State branches in North-central Nigeria. The study adopted complete enumeration or census method due to the small number of the population. Structured questionnaire and checklist were the instruments used for data collection. Data were analysed using frequency counts, percentage, mean and standard deviation using weighted mean score for taking decision. Findings revealed that users support services provided include: reference and information assistance; document delivery; training and orientation; access to electronic databases; and guidance on research methods, branches employed structured methods for organising, cataloguing, preserving, and providing access to these resources with variation in the effectiveness of these practices across branches and the level of use of legal deposit materials was high. Based on the findings, the study concluded that National Library of Nigeria branches in North-central possessed the requisite user support mechanisms for maximising their impact in addressing management inefficiencies, promoting resource utilisation, and mitigating operational constraints. The study recommended that adequate fund budgetary allocation, regular training, ICT infrastructure and information literacy programmes should be provided in National Library of Nigeria branches in North-central.</description>
