This paper examines harnessing artificial intelligence for 21st Century knowledge organisation services in libraries, highlighting their effect on information retrieval, user experience, and operational efficiency. It explores key AI applications such as machine learning, natural language processing, and chatbots in library environments. The study also discusses challenges including ethical concerns, data privacy, and skill gaps among librarians. The study methodology involved conducting a comprehensive systematic review of the literature to identify published academic literature relevant to the research topic The literature was organised according to the four objectives of the study and described in sufficient detail to provide a comprehensive account of what is known about the use of AI for knowledge organisation in libraries. The paper concludes that while AI enhances knowledge organization, service delivery and positions libraries as intelligent knowledge hubs. Its successful adoption and use require strategic planning, policy frameworks, and continuous professional development of the library staff. Recommendations for both practice and responsible adoption and use of artificial intelligence were suggested. Three research questions guided the study in line with the research objectives. The study adopted descriptive survey research design. The study population comprised one thousand HND students that registered with polytechnic librares in North-east, Nigeria with sample size of 500 HND students. The study employed multi-stage sampling technique to determined the sample size. A structured questionnaire was the instrument for data collection. Data were analysed using frequency counts, percentage and mean with criterion mean of 2.50 benchmark. Findings revealed that the extent of the use of library information resource by students was high; possession of ICT skills had a high influence on students use of library information resources and there is a significant influence of possession of ICT skills on the use of library information resources by students in federal polytechnics in North-east, Nigeria. Based on the findings, the study concluded that majority of the repondents used printed information resource than the electronic resources in federal polytechnics in North-east, Nigeria. The study recommended that the management of the polytechnic libraries in North-east, Nigeria should leverage on the ICT skills possessed by the students to put in place services that would facilitate the use of electronic resources in federal polytechnic libraries studied. Abstract: This paper examines ethical use of AI in academic reference services, with particular attention to how such technologies are redefining the traditional librarian–user interaction. AI tools such as chatbots, virtual assistants and automated knowledge retrieval systems are increasingly being deployed to enhance service efficiency, provide 24/7 support and manage high volumes of user inquiries. However, their implementation raises important ethical concerns, including issues related to data privacy, algorithmic transparency, bias and the potential erosion of the human element in library services. The study draws upon existing literature, professional guidelines (e.g., ALA, IFLA) and theoretical frameworks from information ethics and human-centered design to explore the implications of AI for academic librarianship. It emphasizes the need to balance automation with core library values such as equity, empathy, intellectual freedom and trust. Moreover, the paper interrogates the shifting professional roles of academic librarians in AI-enhanced environments, highlighting the competencies required to supervise, evaluate and ethically manage AI-based systems. By synthesizing conceptual and narrative insights, the paper identifies emerging challenges and delineates strategic recommendations for the ethical deployment of AI in reference services. This paper examines the competencies required to equip librarians for innovative library service delivery in the 21st century, with particular reference to academic libraries in Nigeria. Using a descriptive and analytical approach, the study explores emerging roles such as digital facilitation, research support, and data management, alongside key competency areas including ICT skills, data literacy, and instructional capabilities. The paper identifies persistent challenges limiting librarians’ capacity for innovation, including inadequate professional training, weak technological infrastructure, skills mismatch, and limited institutional support. It argues that these constraints hinder librarians’ ability to effectively respond to evolving demands in higher education. To address these gaps, the study proposes targeted strategies such as continuous professional development, curriculum reform in library and information science education, improved ICT support systems, and strengthened collaboration among stakeholders.
